IMAGES ON PICAS
NATIONAL ARCHIVES OF SINGAPORE displays selected images in its collection on PICAS for the purpose of research. If you wish to reproduce an image held in the collection of the NATIONAL ARCHIVES OF SINGAPORE, it is your responsibility to determine:
- Whether the image you wish to use is still in copyright
- Who owns the copyright
- Where and how to contact the copyright owner and obtain the approval required
NATIONAL ARCHIVES OF SINGAPORE may in most cases, but not always, be able to give you details of the copyright owner. Unauthorised use or reproduction of the photographs or images in PICAS constitutes copyright violation. All images on PICAS are watermarked to deter illicit copying and usage.
ORDERING IMAGES ON PICAS
If you wish to reproduce and use any image on PICAS, please use the Image Reproduction Order Form to capture the following details of the images you wish to order (by clicking on the selected image):
- Media and Image numbers
- Accession or Negative numbers
- Source
You can email or fax the form to NATIONAL ARCHIVES OF SINGAPORE. The form can be emailed to NHB_NASReg@nhb.gov.sg or fax to (65) 6332 3238.
For any enquiries regarding image reproduction, please contact the duty officer at the Archives Reading Room during our opening hours, at (65) 6332 7909 / 1800-337 4464 (toll-free). You may also visit the Archives Reading Room of the NATIONAL ARCHIVES OF SINGAPORE, located at No. 1 Canning Rise, Singapore 179868 to submit the form. (NAS is next to the Registry of Marriages at Fort Canning). The Reading Room is opened on Mondays to Fridays: 9am to 5.30pm and on Saturdays: 9am to 1.30pm. It is closed on Public Holidays and Sundays.
In your request for reproduction and use of images (using the form), please elaborate on how the photographs or materials will be used.
Personal use
Personal use means that you are acquiring a limited license to use the image for your own personal enjoyment and it will not be reproduced, sold, published, distributed, or utilized in any other manner.
Educational use
Educational use entails use of images for educational or cultural activities, whether for informational or illustrative purposes in publications, newsletters, television programmes and for display.
Commercial use
Commercial use entails use of images for product development or commercial use, including in all forms of merchandising, broadcast programme that is not public service type, display in businesses and advertisements.
COPYRIGHT AND ACCESS CONDITIONS
- For images indicated with access condition: VIEWING PERMITTED. USE AND REPRODUCTION ONLY WITH PERMISSION.
For permission to reproduce and use the images listed under this access condition, please contact NATIONAL ARCHIVES OF SINGAPORE.
Permission is granted upon clearance by NATIONAL ARCHIVES OF SINGAPORE and upon your agreement to pay the Archival and Administrative Fees per image/per usage. Please refer to the section on ARCHIVAL AND ADMINISTRATIVE FEES for more information.
With the payment of the Archival and Administrative Fees, you can choose to acquire the image in a specific size and format. A Reproduction Cost will be charged. Please refer to the section on REPRODUCTION COST for the detailed list.
- For images indicated with access condition: VIEWING PERMITTED. USE AND REPRODUCTION REQUIRE WRITTEN PERMISSION FROM DEPOSITOR/DONOR.

NATIONAL ARCHIVES OF SINGAPORE may in most cases, but not always, be able to give you details of the copyright owner.
Once written permission has been obtained from the copyright owner, a copy of the approval has to be provided to NATIONAL ARCHIVES OF SINGAPORE for verification. Upon your agreement to pay the Archival and Administrative Fees per image/per usage, NATIONAL ARCHIVES OF SINGAPORE can provide the approved images. - For images indicated with access condition: APPLICATION FOR USE (AND REQUEST FOR COPIES) HAS TO BE MADE DIRECTLY WITH SOURCE/TRANSFERRING AGENCY.
For images listed under this access condition, you will need to contact the copyright owner directly to request for the copy of the image. NATIONAL ARCHIVES OF SINGAPORE may in most cases, but not always, be able to give you details of the copyright owner.
NOTE: For instances in which the copyright owners are unknown
Under the Singapore Copyright Act (Cap. 63), the term of protection for “literary, dramatic, musical and artistic works” which includes images are 70 years from the end of the year in which the author died. If the work is published after the death of the author, it lasts for 70 years, from the end of the year in which the work was first published. Please refer to the Intellectual Property Office of Singapore (IPOS)’s official website for more information on copyright. Hence, if you are seeking permission to reproduce and use such images, you may not be able to use them unless you can resolve the copyright issues.
SOME POINTS REGARDING USAGE
Clearance is only granted by NATIONAL ARCHIVES OF SINGAPORE if you agree to comply with the terms and conditions in the Image Reproduction Order Form and with the following:
- You will assume all responsibility for safekeeping and use of the reproduction copies of archival materials obtained from NATIONAL ARCHIVES OF SINGAPORE. Materials should be used in a respectful manner. Reproduced copies must not be handed over to other parties and shall be properly destroyed once the original objective for acquiring the reproductions has been served. NATIONAL ARCHIVES OF SINGAPORE reserves the right to take legal action if the photograph is used for a purpose in excess of what has been stated or is used without permission for an undeclared purpose.
- You are to acknowledge the NATIONAL ARCHIVES OF SINGAPORE and the relevant individual(s) or organisation(s), as the source for photographs used by adding a credit line: e.g. MICA Collection, Courtesy of National Archives of Singapore, in the case of photographs from the MICA Collection.
CHARGES
Archival and Administrative Fees may be levied in addition to Reproduction Cost; the Fees levied depending on how the reproductions are used.
Upon request, NATIONAL ARCHIVES OF SINGAPORE can send you a quotation for your proposed order of images that NATIONAL ARCHIVES OF SINGAPORE has a right to reproduce, showing the charges applicable. Orders for reproduction of archival materials will be processed when all approvals for reproduction and use of the images have been provided to NATIONAL ARCHIVES OF SINGAPORE and when full payment of the Reproduction Cost plus Archival and Administrative Fees have been received.
ARCHIVAL AND ADMINISTRATIVE FEES:
Type 1
Archival and Administrative Fee at S$50.00 (exclusive of GST) per photograph/slide/record, per usage applies to the use of archival materials for educational or cultural activities, whether for informational or illustrative purposes in publications, newsletters, television programmes and for display.
Type 2
Archival and Administrative Fee at S$500.00 (exclusive of GST) per photograph/slide/record, per usage applies to the use of archival materials for product development or commercial use, including in all forms of merchandising, broadcast programme that is not public service type, display in businesses and advertisements.
REPRODUCTION COST
The Reproduction Cost is to cover the cost of reproducing the image for you and is based on the formats and sizes that you choose. Reproduction work is outsourced to a third party.

What You Should Know Before You Place Your Order
- Photographic negatives come from many sources and vary considerably in technical quality. The Reproduction Cost provides the purchaser with a photographic print of custom (not exhibition) quality. It does not provide for special paper or special effects, nor does it guarantee a print identical to the file print.
- NATIONAL ARCHIVES OF SINGAPORE will print the entire negative surface of an image ordered. Hence, images reproduced may differ from the reference copy. In the interest of proportion, NATIONAL ARCHIVES OF SINGAPORE currently provides photograph cropping service for photograph orders, without charge.
- 4 working days are required for the reproduction of images no larger than 8R size and not more than 8 copies per order. Bulk orders of more than 8 images might take longer, depending on the number of copies ordered.
- We seek your kind understanding of any delay in meeting orders for images should the Archives Reading Room experience high volume of reproduction orders.
